Winged Victory
The Winged Victory outreach program was developed to assist consumers with mental illness in applying for disability and insurance benefits that are available through a variety of agencies.
Funded by the Milwaukee County Behavioral Health Division, the goal of Winged Victory is to help eligible consumers navigate the application process by submitting medical evidence and other verifications to the Social Security Administration, the Disability Determination Bureau, and the Milwaukee County Economic Support Division to access various benefits such as Social Security Disability and Medicaid in a timely manner. In addition, Winged Victory provides financial screening to determine which disability programs a consumer is eligible for.
Among the benefit programs consumers may be eligible for are:

Supplemental Security Income (SSI)
SSI is for elderly, blind and disabled individuals with limited income, assets and resources.
- Social Security Disability (SSDI)
SSDI entitlement is based on work history and past payment of Social Security taxes.
Medicare (Title 18)
Medicare is a federal health insurance program for individuals who have received SSDI payments for two consecutive years or more, and for those entitled to retirement benefits.
Medicaid is a state and federal health assistance program, providing certain needy and low-income individuals with help in paying medical bills. In Wisconsin, Medicaid is automatically awarded to SSI recipients. The Winged Victory staff assists in the application process for the "Medically Needy" T-19 Deductible Program (also known as "Spend-down").
Formerly known as the Food Stamp Program, FoodShare benefits are used to purchase food at grocery stores that participate in FoodShare Wisconsin. Certain income limits apply based on the number of individuals per household.
The General Assistance Medical Program (GAMP) is a County and state funded program which purchases health care for qualified Milwaukee County residents. The consumer must be seeking services or treatment due to a medical need, and the client must choose a participating community clinic where he or she will receive services. The consumer cannot be eligible or on any other entitlement program (T-19 or T-18) or any third party public or private insurance, and income limits apply.
Winged Victory staff will only assist consumers whom are inpatient at the time of application.
A benefit specialist from the Winged Victory staff will serve as an "authorized representative" during the application process for all Social Security and Medicaid benefits.
